The Xàbia Viva association has demanded that the local government consider the town's long and rich history when it puts together the budget for 2013. President José Buigues said that a period of grace has elapsed and insisted that the town hall make a clear commitment to the historical heritage of Jávea. He said that the Department of Heritage "had a budget of zero euros" for 2012 and, as the local government had begin to draft its budget to 2013, he asked whether it should be time for the town hall to consider a policy to enhance cultural tourism as a perfect complement to "Sun and Beach Tourism".

Buigues said that his association surveyed more than 700 members and friends throughout November via their Facebook page and the results proposed that several landmark buildings should be eligible for investment, including the Molinos de les Planes, the church of San Bartolomé, the castle of Granadella and the Torre del Torroner (pictured left) which was partially destroyed during the 2007 floods and continues to crumble away as well as the Surco building in Avda. Juan Carlos I which, although is not a historical building, has served to be of great value as the home of many cultural and musical groups.

The greatest response was in support of the renovation of the Molinos which sit on the crest above the town and have been one of the most recognised symbols of Jávea, followed by renovation of the Surco building as well as the fortress church of San Bartolomé despite it not being owned by the town but by the Diocese.

It should be noted that Jávea boasts a dozen sites catalogued as Bien de Interés Cultural (BIC) which is a category of the Spanish heritage register  developed by the Ministerio de Cultura which has sought to protect them in a similar initiative to the 'Heritage at Risk Register' in the United Kingdom. These include the church of San Bartolomé, the strong houses of the Pla (Torroner, Pelletes, Bardissa, Bolufer) as well as the old defensive watchtowers overlooking Ambolo and Portitxol, the Roman site on the Isla del Portitxol. Also included are the sites of ancient rock paintings at the Cova del Barranc del Migdia located on the southern cliffs of the Montgó Massif and les Covetes Santes situated in the cliffs of Cabo de San Antonio.

In addition, there are another eleven sites that have been designated as Bien de Relevancia Local as well as those which have not been covered and thus remain unprotected such as the many ancient chapels dotted around the municipality, the Sèquia de la Noria which once allowed sea-water to flood inland for the creation of salt-flats as well as the ancient Roman factory located close to the Arenal beach and now dominated by the Hotel Parador and the Casa del Ministro.
